Study: Ca. Dispensaries 100% Compliant Stopping Underage Buyers

A study released in March 2021 was commissioned by the Insurance Institute for Highway Safety and the University of Chicago to learn whether California dispensaries would serve underage buyers.

The Researchers found two wanna-be narcs, a man and a woman who looked younger than 21. The little reservoir dogs were trained to infiltrate 50 California dispensaries by doing the following:

  • Try to get into the dispensary without showing ID

  • If asked for ID, say “I left it in the car”

  • If they still won’t let you in, go get the ID, and see if they ask to see it

  • Then move around the store while making notes on the secret data-collection form we’ve installed on your phones…

After all this monkey business, NOT ONE of the dispensaries fell for the gambit.


Your children are safe: dispensaries were 100% compliant with the law.


WHAT DOES THIS SUGGEST?


Prohibitionists were likely surprised by the perfect score, but it could easily be anticipated.


  • In Pennsylvania, an Operator is required to have $2,000,000 in assets and at least $500,000 liquid

  • Typically, all owners and investors go through an FBI background check.

  • Then they hire licensing consultants, lawyers, and secure the real estate @up to 3x higher rate than other retail locations

  • They do the build-out, buy product, hire staff, hire security… and bada bing, bada boom, they're in Two Million Bucks

Is anyone gonna risk that kind of investment to sell to a kid?


The evidence is clear: 100% NO EFFIN' WAY!


HERE’S WHY THIS STORY REALLY MATTERS:


Prohibitionists scream that they don’t want dispensaries in their towns “because we don’t want our children to get it” (as if the kids don't already...). And they've been successful in keeping cannabis businesses out: LESS THAN HALF of the counties in California have opted to allow commercial cannabis activity.


And New York, which thinks it’s going to be the biggest cannabis market in the universe, has the same provision. Potentially leaving Millions of tax dollars on the table.

THE LOOP BACK:


The Insurance Institute study proves that, at least in California, dispensaries PROTECT kids from buying cannabis, WHILE they contribute to the $1 Billion in taxes collected from the industry last year.


Maybe the New York State Treasury should read the writing on the wall.
